We need to document Application Limits in https://docs.gitlab.com/ee/administration/instance_limits.html and https://docs.gitlab.com/ee/user/gitlab_com/#gitlab-cicd. Since we need to document that I think we need to make explicit how this limit work and its limitations.

For example we may want to say that the limit should be between 24 and 1440 to work correctly, and how it works in combination with the worker settings.
