Create service for repository blob

The following discussion from !62880 (merged) should be addressed:

    thought: we could think about creating a service.js file in the repository/ directory as we refactor so that we have one central location to manage all of our service calls as opposed to having them scattered between components. This is just something that I'd like to keep in mind as we work on this refactor so no need to change anything here.
