Proposal: Add tooltips to labels in an issue's sidebar

Problem to solve

When adding labels to an issue, there is no way to confirm you're adding the right labels. Hovering over a label in the Labels search field does not show a tooltip. It's only after having added a label that you can hover over it and see the label's description. This is an inefficient method.

Intended users

Everyone using issues.

User experience goal

The user should be able to see a label's description before adding it to an issue. The experience should be almost identical to that for a label already added to an issue.

Proposal

Add tooltips to labels listed in the labels search feature of the right sidebar. The tooltip should contain the label's description.
