Remove tmp_index_merge_requests_draft_and_status

Cleanup from !63703 (merged), we need to remove tmp_index_merge_requests_draft_and_status after confirming that the background migration in that MR has successfully completed. This might take some discovery work, collaborating with database SMEs to document the procedure. (See !63703 (comment 603918565) for query and commentary on this.)
