Datadog integration hooks are not triggered when enabled at group or instance level

I'm debugging and the integration doesn't send the hooks even after removing the FF completely. This is very urgent for us as we have documented that it works on both GitLab and Datadog's docs. One of our testing customers is using GitLab SaaS Enterprise Edition 14.1.0-pre a85263ab and they have reported neither group-activation or instance-level activation work.

I noticed in the docs that group-level hooks are only supported in premium tier so am I right to assume it won't work for our integration in free tiers? If this is the case we've failed to document this properly.
