Shift the user's contribution calendar according to user's preferred timezone setting

Each user has a contribution calendar (screenshot above). This however is generated from the server timezone.

On GitLab.com, this server timezone is UTC. If someone lives elsewhere (e.g. Australian Eastern Standard Time), then the calendar is incorrect as it will show blue cells on Sundays when they contributed on Monday.

Generate this contribution calendar from the user's preferred timezone (#29669 (closed))
