Clicking on board issue title link opens the issue contextual menu

Summary

When on board you click on an issue title link, you are redirected to the issue page. If you click while holding CTRL, the issue page is opened on another tab.

However, in both situations, the issue contextual menu on the right sidebar is opened, while it should be not. By usability, it is difficult that you want to edit informations in the contextual menu if you are going to the issue page. By opening the sidebar, furthermore, the board is partially hidden, and, if required, you have to close it. Closing the unwanted sidebar is honestly frustrating.

I don't remember this behavior until GitLab 14. It may be a regression.

Steps to reproduce

Click on an issue title link on a board. The right contextual menu sidebar opens.

What is the current bug behavior?

The issue sidebar opens.

What is the expected correct behavior?

The issue sidebar should not open while clicking on the issue title.
