`Play all manual` button starts all current stage jobs, but skips next stage manual jobs

Summary

When clicking Play all manual button on a stage with several manual jobs, the jobs in this stage run correctly, however the manual jobs in the next stage are skipped. This happens on non-default branch pipelines. I observed this behavior on GitLab 13.12+ and newer versions. We don't have it on 13.11, so I am marking this one as a regression regression:13.12

Steps to reproduce

1. Create a project with the following .gitlab-ci.yaml file on an instance running 14.0.5 version of GitLab:

2. Create a new branch from main , the pipeline should run for it.

3. When the jobs in test stage finish running, click Run all manual jobs button that is available at the top of build jobs in the graph.

4. When jobs in build complete, the deploy1 job isn't started, it stays skipped

Example Project

On GitLab.com the issue is transient: I don't get the same 100% reproducible bug there as on SM instance running 13.12 and 14.0.5-ee. Only ~ 3/10 pipelines result in a skipped job.
