Allow to test a canonical MR "as if JiHu" (in the JiHu context)

Objective

Enable GitLab team members to test a canonical MR in the context of JiHu, similarly to how we they can test in the context of FOSS.

Proposal

• Run new "as-if-jh" jobs when the pipeline:run-as-if-jh label is set.
