Display usage of shared runners duration for projects within a group

Proposal

In #254231 (closed), we track and aggregate the shared runners duration separately from CI minutes consumption. We want to be able to display this number for viability to users in the frontend.

With this change, we could display the pipeline minute duration for projects and namespaces in the CI/CD Analytics view to accomplish a connection to:

• CI minutes (credits) consumption: for the customer to see which projects contributes mostly to their bill
• Shared runners usage in minutes: for the customer to see what takes most of their time on shared runners

Acceptance criteria

1. We need to cross-link pipeline quotas and let people know duration is NOT being billed for
