Update the Apply button for Global Search facets to be disabled by default

Problem to Solve

As discussed a bit here, it may not be immediately apparent to users when using the sidebar facets in Global Search that they need to hit the Apply button. In addition, the current Apply button is a little small, which was initially done for hierarchal purposes in order to not have the two primary buttons "Search" and "Apply" compete with one another.

To provide a better affordance to users when the Apply button is necessary for a change, we should have this button disabled by default, and only enable it once a selection is made. This will aid users as an indication that they need to apply their changes. Additionally, this allows us to increase the size of the Apply button without competing with the primary Search button (as the Apply button would only be active once a facet is modified and needed).

• Disable the Apply button by default, and enable it once a user has modified a facet selection
• Increase the Apply button to use the default (btn-med) size
