Instrumentation for timing of mergeability checks

Following on from a discussion in the original merge request, we should look at implementing some instrumentation around the timing of each of the checks in the new mergeability framework.

We can do logging in the style of the pipeline logger - gitlab/lib/gitlab/ci/pipeline/logger.rb
