Add language filter to search metadata

This is step 4 of the Add search filtering by programming language epic (full plan is detailed in the epic).

Tracking should be added to ensure we have logging around when the new language filter is used

The metadata payload in the SearchController should be updated to include the new filter param introduced by #342648 (closed)
