Global Search - Reset Filters Disappearing

What is expected

The reset filters button should be visible at all times when custom Sidebar filters have been selected. It should only be hidden when both "Any status" and "Any confidentiality" is applied to the search.

What is happening

The reset filters button is hidden from the client when the user selects "Any status" and "Any confidentiality" but before Applying the query. This implies the query has been reset when it hasn't.

Steps to reproduce

1. Navigate to the Global Search page (https://gitlab.com/search)
2. Search a term and switch the scope to issues
3. Adjust your status and/or confidentiality filter and click Apply
4. Note the Reset filters is visible
5. Adjust your status and confidentiality filter back to "All"
6. Note the Reset filters button is hidden (but shouldn't be)
