Add a cron job to reschedule any potentially stuck rebalancing jobs

Issues relative position rebalancing can be a long running job, to ensure the job did not die and is stuck we can run a cron job every X minutes to re-schedule rebalancing with a deduplication strategy in place to avoid duplicating jobs.
