Update maintence mode banner message

Problem to solve

When an administrator adds a banner message to indicate that the instance is under maintenance mode, this adds a non-dismissable global alert to GitLab. It can appear under other alerts and banners.

• Replace the banner alert with a non-dismissable GlAlert
• Update the default title placeholder.
  • Title: This GitLab instance is undergoing maintenance and is operating in read-only mode. GitLab is undergoing maintenance

How to make this alert appear

1. GitLab Premium In the Admin Area go to Settings > General > Maintenance Mode
2. Enable maintenance mode and add a message, click save changes
3. Refresh page
