Geo: Support clustered deployments with chained replication

Customer wants to be able cluster Geo nodes in two different sites and have Geo nodes replicate from the closest node.

For example, a customer may have three nodes in an HA environment in New York and three nodes in an HA environment in Paris. They want to be able to have the Paris nodes chain replication from one to another to reduce load on the New York server. Replication lag may be an issue.
