Hide settings search bar in group and user's usage quota page

Problem

The group's usage quota page has a search filter at the top of the page, which is in this case not useful to users since there isn't a lot on the page to filter.

Proposal

Hide the search filter from the group's usage quota.

Consider removing the search initialization from JS in app/assets/javascripts/pages/projects/usage_quotas/index.js#L3
