Allow sidekiq exporter to run on a custom port

As part of the larger plan of creating a separate metrics server #345887 (closed) & &6409 (closed) , we have to be able to run the sidekiq metrics exporter on a separate port from the workers. We would like to re-use the code in SidekiqExporter as much as possible
