Update status icons for project runners

Project runners use inconsistent icons to represent status. They should be updated to reflect up-to-date statuses, and become more consistent with runners in the admin view and group.
Problem to solve
Project runners use icons to indicate status rather than badges, as group and instance runners use instead. The icons are inconsistent with the statuses they are reflecting, especially considering we have new statuses that need to be reflected.

Stale: time-out

Stale will be used over never contacted, we can explain that the last contact was never in the tooltip
Offline: status-waiting

Offline will transition to stale once not contacted for 3 months
