List Epics in the Left Hand Nav at the Project Level

Problem to solve

• Epics are only at the group level
• We've received feedback from many users that they're having a difficult time finding epics when on the project level
• A major part of the confusion is simply not knowing what level you are at an a hierarchy (Group/Sub-Group/Etc)

Intended users

GitLab Ultimate users and Internal Gitlab Users

Proposal

Add an Epics section to left nav, under Repository, above Issues. This section will be contextual, depending on where the user is in their group/project hierarchy:

• User is in a project belonging to a group - User sees Epics in the sidebar, they click list roadmap or board and are navigated to the group and see all epics associated with the group and subgroups.
• User is in a project belonging to a subgroup - User sees Epics in the sidebar, they click list roadmap or board and are navigated to the subgroup and see all epics associated with the subgroup.
