Extract MergeRequest#approved? to new mergeability framework

Identified by @patrickbajao in #332431 (comment 849361983) as an outstanding target for migration to the new mergeability framework.

@marc_shaw has done the heavy lifting on building out the framework, including an initial spike on migrating a check into the framework: !68312 (merged)
