Instrumentation for Deployment Approvals users

Problem

We would like to know the MAU for the deployment approval feature so we can track user adoption over time.

Proposal

Create 1 new counter for the number of unique users that do an approve or reject deployment action. Timeframes should be last 28d and all-time.
