Database team: assign docs ownership

Problem to solve

After talking with @iroussos and @alexives, pages in the doc/development directory belong to groupdatabase but don't have the correct metadata. Adding the correct metadata:

• lets the Technical Writing team have a more accurate measure of the maintenance load required when a TW takes on a group
• provides an entry in the CODEOWNERS file (after the next time we run our TW codeowners rake task)

I also suspect these files in the doc/development directory should be reviewed, credited to groupdatabase, and potentially moved into a common folder:

• post_deployment_migrations.md
• deleting_migrations.md
• background_migrations.md
• avoiding_downtime_in_migrations.md
