Remove helper text from Package interfaces

Context

The package interfaces have a line of text explaining what the feature does:

This line of text persists regardless of whether or not the feature is in use.

Proposal

Reduce visual noise by removing this line of text. Let the empty state explain what the feature is for those who are new to it.
