Batched Background Migration Gem/Engine Exploration

In order to provide feature isolation and faster iteration, we'd like to explore splitting the batched background migration framework as a gem or rails engine.

Definition of Done

• An example repo is created under gitlab-org/database-team with initial work at splitting it out
• Notes on what possible pitfalls exist that may prevent this work from proceeding
