Add last 2 DORA metrics to time_summary VSA endpoint
Summary
In order to display "Time to Restore Service" and "Change Failure Rate" metric we need to return them as part of regular time_summary response.

Proposal
Add "Time to Restore Service" and "Change Failure Rate" metrics to time_summary response similar to what we have for "Lead Time for Changes"
