Intelligently pre-fetch work-item data

See #360835 (comment 930134968) for details. Aim is for a user to see a work-item in the modal near instantly after click.

First iteration can be a task within an issue. Eventually, we'll want to add the same logic to the issue list view and other places where we can pull up a task.
