Update delegation of #wip_title to #draft_title

As part of Rename WIP merge requests to Draft (&3879 - closed) update app/services/merge_requests/build_service.rb so that it is delegating to #draft_title instead of #wip_title

While we're at it, let's also clean up the remaining WIP/Draft discrepancies.
