Package duplicate settings UI update for side-by-side layout

Context

This issue is part of the epic: Update Package settings to side-by-side layout (&8134 - closed) which aims to improve usability of settings by changing the layout of settings.

This issue is a post-MVC improvement to the Package group settings. The MVC issue is: #363424 (closed)

Proposal

Rework the design of the package duplicate settings to suit the new side-by-side layout of settings

Implementation plan

Implementation can begin once Adds package group settings side-by-side layout (!90822 - merged) is merged

1. Layout needs to be modified here: https://gitlab.com/gitlab-org/gitlab/-/blob/master/app/assets/javascripts/packages_and_registries/settings/group/components/packages_settings.vue#L98-123
2. When toggle is enabled, disable the input element under Exceptions column
