If a Service Desk email is sent, parse the CC field and associate matching CRM contacts with the Service Desk issue.
Extra Thoughts/Considerations
Should matching CC folks be added as "Contacts" on the service desk issue, or maybe just subscribed to the issue notifications?
Maybe they don't need to be a "Contact" for the ticket, but just kept in the loop via the usual issue notifications system.
