Instrument DORA trend chart - "Time to restore service" Unique Views/Month

Problem

Related to Add Chart for DORA "Time to restore service" me... (#356959 - closed) and Instrument DORA tiles and charts (#363846 - closed)

We would like to know the MAU for the new DORA "Time to restore service" trend chart (page), in order to understand how users have adopted DORA.

Proposal

  1. Create 1 new counter for the number of unique users that view any Project's url analytics/ci_cd?tab=time-to-restore-service. usage_action_name= 'p_analytics_ci_cd_time_to_restore_service_monthly'
  2. Create 1 new counter for the number of unique users that view any Group's url analytics/ci_cd?tab=time-to-restore-service. usage_action_name= 'g_analytics_ci_cd_time_to_restore_service_monthly'.
  3. Add the 2 counters to groupoptimize GMAU metric - https://metrics.gitlab.com/?q=analytics_unique_visits.analytics_unique_visits_for_any_target_monthly.
