Move tracing correlation ID troubleshooting page to appropriate docs section

As suggested in &8147 (closed)

move https://docs.gitlab.com/ee/administration/troubleshooting/tracing_correlation_id.html to be under https://docs.gitlab.com/ee/administration/logs.html

1. Move administration/troubleshooting/tracing_correlation_id.md to administration/tracing_correlation_id.md.
2. Add a new header after the "Gathering logs" section on the administration/logs.md page.
   • You can copy and paste the title from tracing_correlation_id.md as the header name.
   • For the text underneath the heading, add a line to reference the page, something like: Most requests have a log ID that can be used to [find relevant log entries](tracing_correlation_id.md).
