Auto-paginate next page of assignees when scroll position reaches the end of the first page

Problem

When you scroll to the end of the first page of options within a select input, the next page never loads. This should be standard behavior across all dropdowns.

Proposal

Add auto-pagination on scroll to the assignees widget. This is a follow up from #334810 (closed)
