Make it easier for the reader to find an event in the lists on the Audit Event documentation page

Problem to solve

The lists of events on the Audit Events page are difficult to scan. Finding just the event you're looking for requires that you read all descriptions, which takes time.

Only the Available audit events section, and its sub-sections, are in scope of this issue. Any content outside that section should not be modified.

Proposal

• At at minimum, group events by topic. For example, CI/CD, authentication.
• As a stretch, convert the lists into tables per topic, and put the version information into its own column. (Update: In discussion in child MRs, it's been decided that tables are not the best format for this content.)
