Trigger mergeRequestMergeStatusUpdated when a new unresolved discussion is started

We want the merge widget to show updated status when a new unresolved discussion gets started.

Proposal

Trigger the mergeRequestMergeStatusUpdated subscription when a new unresolved discussion gets started. This can be done in Notes::CreateService when a discussion is started for a merge request.
