Work items label widget - non-blocking feedback

We'll use this issue to discuss updates/fixes that can be added to the labels widget in the next iteration.

• Labels are not clickable to view the list filtered by label (as they are on legacy issues)
• No "clear all" — we added this to the component with Assignees, hopefully htis is all reusable
• Some less ideal line break behavior but believe this is all inherent in the token selector component
• it feels a bit wonky how labels are re-ordered when the save action is fired
• Label widget remains in an "active" state if dropdown is closed without a selection and can only be reverted to the default state by refreshing or selecting a label
