Add Logging for Actions Causing Project Authorization Refresh Delays

We should consider adding logging around which actions cause project authorization refresh delays to occur, the project and/or user(s) it occurred for and the length of delay (if possible)

This can help with diagnosing transient test failures such as #380977 (closed), where a user still had access to edit a project file even after their access was terminated from the parent group.
