Add new message for retried manual job

A retried manual job currently has the same message as an unplayed manual job: This job requires manual intervention to start. Before starting this job, you can add variables below for last-minute configuration changes.

This might be confusing for users since it implies that the job was never started. We need a new message that references that the job has already been run.

Proposed solution

Add the message This job can be run again. Before running this job again, you can modify its variables below. for manual jobs that are retryable.
