Attribute batched background migrations to their own feature categories

Currently all background migrations, and their errors, are attributed to the database group. It would be best if these migrations had their own feature categories to ensure the proper teams are alerted in the event of failures or issues.

Definition of Done

• Migrations have a feature category attribution recognized by the worker
