Rename Cycle Analytics to Value Stream Analytics

Problem

We have Value Stream Management defined as an explicit category, with Cycle Analytics the main feature that justifies our Minimal maturity. Cycle Analytics fits the bill in terms of the problem we're trying to solve with VSM - provide a view into the entire software delivery value stream.

We also want to invest specifically in the term "Value Stream" (https://about.gitlab.com/solutions/value-stream-management/).

Proposal

Rename "Cycle Analytics" to "Value Stream Analytics".
