FE - [License Approvals] - Add license scan to group and sub-group

Implementation Plan Draft:

• push the feature flag up in the policies group controller as well as the policies project controller.
• Update the security_orchestration_helper.rb to include licenses at the group/sub-group level
• Update unit tests
