Add missing approval widget related fields to GraphQL

Background

As mentioned in #383652 (comment 1250539969), there are some properties that are present in the REST API that are not in the GraphQL API that is needed so we can transition approval widget to use GraphQL.

Proposal

Add the missing fields to GraphQL:

• invalid_approvers_rules
• commented_by
• fallback (?)
