Combined filter criteria on issues list - bug with `is not one of` filter options

Summary

As per &9926, when a user selects multiple is not one of filter criteria, an error is thrown.

We need to fix this for the following filter criteria:

1. Author
2. Health

We should return the proper data set when multiple is not one of filter criteria is selected.
