Show work item ID in breadcrumbs

Summary

In order to align to Pajamas the breadcrumb for a work item should:

• Use "Issues" instead of "Work items" while that remains the navigation label, and link to the Issues list as long as that is how you navigate to these items
• Show the items #IID as the final node, linked to the item URL
