FE: Consistency in work items record detail page header - add id to parentless records

Summary

In #385308 (closed), we added record ids to the detail page header. However, these were only added when the record had a parent and records which have no parent, do not have the id appended.

In this issue, we should add the id to the parentless work items records for consistency.
