VS Dashboard: Metric drill-down should be accessible without popover
Problem
When trying to drill-down into an individual metric on the comparison dashboard...
- It isn't obvious that each metric contains more information on hover
- When trying to access the "View details" link in the popover, the popover disappears before being able to click on it.
- The Vulnerabilities popover text is not align correctly.

Proposal
- Access the popover via info icon (i)
- Make metric clickable to drill-down
- Each metrics should be link to the drill-down reports same as we have today under the current
View detailslink.
