Add dismissal to version compatibility alert in new runner page

As for how the dismissible alert works, I'd expect we remember that the user has dismissed this alert after a second visit to this page. This means:

• I create a project runner in Project A and dismiss the alert.
• I go to Group A and create a group runner. I see the alert. I dismiss it.
• I create a project runner in Project A again. I don't see the alert.
• I got to Project B and create a runner, and I see the alert.
