[Feature flag] Cleanup `filter_vulnerability_findings_dismissed_on_default`

Follow-up feature flag clean up issue for #396747 (closed).

The feature flag is only made use of in the Vulnerability::ReportsComparer class, so removal is purely cleanup of that file and the feature flag entry.
