Disabling Model experiments in Packages and registries

Proposal

Add Enable/disable Model experiments feature in the Settings page > Visibility, project features, permissions section. I noticed that when Container registry is disabled, it only hides Package Registry and Terraform modules pages but not the Model experiments.
